The carpet is made with Hair and Fur.
To display correctly, enable the mr prim mode in the Environment and Effects settings (figure 8) in the Hair and Fur tab.
There is no Hair and Fur modifier in the FBX file. It will need to be applied to the carpet and configured according to the screenshot in the archive.
